Position Description

Medical Subject Matter Expert
Duties (not all inclusive):
• Review a health care facility to determine compliance with National Commission
on Correctional Health Care (NCCHC) and/or the American Correctional
Association (ACA) as well as the relevant ICE detention standards.
• Conduct assessments of ICE detention facilities and review, evaluate and prepare
detailed reports regarding their observations and findings on medical issues
encountered and provide recommendations, based on contract standards to help ICE
and facility staff address identified issues of non-compliance.
• Provide real time technical assistance and guidance related to medical care to
applicable facility personnel to improve operations and resolve outstanding
deficiencies.
• Evaluate compliance with standards related to medical care and sexual assault or
abuse prevention and intervention utilizing the medical review tools.
• Consult in such areas as adult psychiatry, female health, underserved/special
populations, etc.
• Provide ratings or narrative information in written format.
• Prepare written reports of the QRP/QMC.
• Assist with analyzing accumulative data reports to identify trends and areas for
improvement.
• Assist with require training requirements outlined in Task 4- Training specific but
not limited to the medical reviews and PBNDS /NDS standards.
Required Qualifications:
• Current license as a Registered Nurse, Physician’s Assistant, Nurse Practitioner, or
Medical Doctor
• General experience of no less than 10 years of experience working in health care at
a secure custodial setting which houses prisoners/detainees/residents, and 5 years of
specialized experience in the administration of a health care unit for a detained
population.
• Must possess at least two years of specialized experience inspecting
detention/correctional facilities to determine compliance reviewing medical records
to determine violations with policies or noncompliance with detention policies and
procedures, and experience conducting interviews relating to medical records to
determine compliance with policies and procedures. Provides ratings or narrative.
• Five years of general experience in the administration of a health care unit at a
facility which houses a detained population, may be substituted for the 2 years of
specialized experience mentioned above.
• Demonstrate strong organization, time management skills, strong oral and written
communication skills.
• Experience with collecting and monitoring data trends to provide proactive risk
reduction strategies.

• Must possess experience serving as a subject matter expert providing advice,
guidance, or testimony on the operation of mental health care programs or systems
in a custodial setting.
• Must have experience producing written reports that evaluate standards (e.g.
detention standards, American Correctional Association [ACA] standards, National
Commission on Correctional Health Care [NCCHC] standards), systems, and
actions present in detention facilities. This will include analysis of and application
of standards and policy.
• Must demonstrate experience reviewing large amounts of documentary evidence in
short timeframes and provide oral briefings, written reports, and training under tight
timelines.

Compliance Inspector (CI) Behavioral Health Subject Matter Expert
Duties (not all inclusive):
• Review a health care facility to determine compliance with National Commission
on Correctional Health Care (NCCHC) and/or the American Correctional
Association (ACA) as well as the relevant ICE detention standards.
• Conduct assessments of ICE detention facilities and review, evaluate and prepare
detailed reports regarding their observations and findings on behavioral health
issues encountered and provide recommendations, based on contract standards to
help ICE and facility staff address identified issues of non-compliance.
• Provide real time technical assistance and guidance related to behavioral health care
and programming to applicable facility personnel to improve operations and resolve
outstanding deficiencies.
• Evaluate compliance for with standards related to sexual assault or abuse prevention
and intervention
• Consult in such areas as adult psychiatry, female health, underserved populations,
etc.
• Provide ratings or narrative information in written format.

3-day work week.  Possibly 4 if necessary, but mostly it will be a 3-day work week.  Travel will be national.  Contract employee.
